undertaken when money is available,

100 of the Report for 1896 of the Direc-

tor of Public Works; and (iii) the scheme

for a road round the Island, only a

small portion of which will, it is un-

derstood, be paid for by the public

subscription and the special vote of

equal amount referred to in the corres-

pondence noted in the margin.

5. I should not in any case ap-

prove the proposal to set apart the pre-

mia on the sale of the Reclamation sites

as a Special Fund to meet the expendi-

ture on the Government Buildings. I con-

sider it unnecessary and undesirable to

create such Special Funds, or, unless
